I don’t know anything about such things but I would really like to be able to watch free local TV on my PC.
I don’t have a TV set and rely solely on my desktop computer when it comes to videos, TV shows, etc. I’m wondering if there is any device that can transfer local TV signals to my computer. I would like to just buy it and not worry about the monthly fees.

You need an antenna, a TV tuner card, and enough coaxial cable to connect the two.
What kind of antenna you’ll need depends on where you live, but you’ll probably be better off with an outdoor antenna rather than an indoor one. Visit antennaweb.org and/or tvfool.com for more information about antennas, and what channels you can receive at your address.
The TV tuner card will need to have an ATSC (digital) tuner.

No company is going to give you free cable television service. You can get free TV using an antenna. I have no idea what you mean by "pc" service.

i am looking at a computer with a tv tuner and im not sure how it really works. right now, i do not work tv at home bc i cant really afford it. i am curious if i need a signal from a provider to watch tv on my pc or it is free? or is a tv tuner pc act like another tv with cable box and still have to pay monthly bills?
a tv tuner simply turns your PC into a TV. Even with a TV, you have to pay for cable/satellite.
