If you are looking for recorded TV, then simply use the following:

http://www.hulu.com

This is free of cost and has the best service.

If you want to watch live TV as well, then I would recommend the following (go for the one on top of this list):

http://www.cwglive.com/SoftwareTVForPCReview.php

Make sure that you do have a good Internet connection - at least 1 mbps and preferably 2 mbps - else it is simply not going to work well - the picture is going to break and the experience will be bad. But if the Internet connection is good then you are going to love it.
References :
If you want to hook up your dish or cable to your computer this is relatively easy. If you want to watch TV over the internet you can do that also. I watch TV on my laptop using a USB adapter from Hauppauge. It's a small thing about the size of a MP3 player that plugs into any USB 2.0 slot. Then I screw the coaxial cable from my cable box to the adapter, and bam, laptop is now a TV. I can also minimize the TV screen and surf the web at the same time, it's pretty cool stuff. If you want to watch TV over the internet then you can use things like Hulu or others you can find in a web search. I use Livestation for international TV, and Winamp media player for Family Guy and web radio. You can find links to those also by doing a basic web search and they are both free.
References :
http://reviews.cnet.com/1770-5_7-0.html?query=hauppauge+wintv&tag=srch%3Ba
