What is that device that lets you view television on your computer monitor?
It also has like some audio/video ports on it, which is mainly what I am interested in.

TV Tuner, but it sounds like you are after a Video Capture Card.

That would be called a TV Tuner. They are often PCI cards, but they can be USB as well.

i got one we just got something called a PC TO TV CONVERTER but the best kind of tv to put on it is like a 20 inch or something like that cuz then it gets all pixelated

RCA JACKS!! My favorite comes through the coaxial cable into the PVR then the PVR to your USB. Then you could hook up VCR (or any audio/video ) and record to hard drive and burn to DVD also. Oh yes an a radio!

The most common way people go about watching television on their PC’s is by using a PC TV Tuner, which can be bought at numerous home electronics stores, including Best Buy. The tuner itself is used by inserting it into your PC’s PCI slot, so you will have to open your PC’s tower case to have the tuner card installed. Connect all the necessary cables from your TV, which includes the TV input, FM antenna, sound cable and IR remote receiver. Check to see which of the aforementioned necessary wire connections are included in your purchase. If not, you will have to supplement your purchase by buying the appropriate cables/wires separately. The next time you boot your computer up it should detect new hardware, which prompts you to insert the installation CD that comes with the TV PC Tuner card, and follow that process to completion.
